US Department of Commerce Announces New Antidumping and Countervailing Duty Rates

The U.S. Department of Commerce released its final determination for the First Administrative Review (AR1) in antidumping duty (AD) and countervailing duty (CVD) investigations of imports of certain softwood lumber products from Canada today (11/24). The new combined “All Others” rate is 8.99%, slightly above the preliminary determination of 8.21% released in February.  Once the final determination is published in the Federal Register (expected within 5-7 days) the new cash deposit rates will apply for new shipments.

While the preliminary determination in the second administrative review is expected in January 2021, the final determination (and when rates change again) will not be released until August 2021 at the earliest.  It is expected that the results of the second AR to be an upward revision in the rate given lumber prices in 2019 (the period under review).
