Quebec Invests C$12 Million to Support Upgrade of Domtar’s Pulp and Paper Mill in Windsor

Quebec is making a $12 million (CAD) investment to support the modernization of Domtar’s pulp and paper mill in Windsor, Paper Advance reported (11-18-24). This contribution is part of a larger $56.4 million project aimed at strengthening the company’s competitiveness in the international market.

Minister Delegate for the Economy, Christopher Skeete, and Richmond MNA André Bachand made the announcement during a visit to the plant on November 12th. The modernization project primarily includes the transformation and upgrading of two paper machines as well as the modernization of the palletizing center.

Skeete highlighted the broader implications of this investment for Quebec’s economy: “By increasing productivity, it allows us to invest in our health services, in education, to have childcare services for our children, to have the means of our ambitions.”

Domtar, which employs approximately 14,000 people in more than 60 facilities across North America, is a major player in the forest industry. The Windsor plant, with its two paper machines, has an uncoated fine paper production capacity of 645,000 short tons.

This initiative is part of the ESSOR program, administered by Investissement Québec, which aims to support investment projects in Quebec from the perspective of increasing competitiveness, productivity, and sustainable development.
