US Dept. of Commerce Revises 2015–16 Antidumping Duties in Response to NAFTA Panel Ruling

On April 30th, the US Department of Commerce (DOC) issued a redetermination of its antidumping duties (AD) for certain softwood lumber products from Canada.

The remand redetermination is in response to an October 5th, 2023, order from a North American Free Trade Agreement (NAFTA) Chapter 19 Binational Panel. The period of investigation covered by this decision is October 1st, 2015, through September 30th, 2016.

In response, DOC “recalculated the estimated weighted-average dumping margin for each of the mandatory respondents and revised the estimated weighted-average dumping margin for all other producers and exporters.” The revised dumping margins are as follows: 6.63% for Canfor, 3.08% for Resolute, 7.14% for Tolko, 5.18% for West Fraser, and 5.66% for all others.

For context, FEA records show the original all-others rate issued by DOC was 6.04% (second revision, December 2017).
