US Dept. of Commerce Releases Preliminary Countervailing Determination in Seventh Administrative Review of Canadian Softwood Lumber Products
AR7 Countervailing Duty Preliminary Determination
On Thursday, the US Department of Commerce (DOC) released its preliminary determination for the seventh administrative review (AR7) of countervailing duties on certain softwood lumber products from Canada. Preliminary determinations do not have any impact on current duties or cash deposit rates.
The preliminary findings are summarized in the table below:
The DOC announced AR7 in February 2025. The period of review (POR) is January 1, 2024, through December 31, 2024.
It is important to note that these findings are preliminary. Current deposit rates will not change until the DOC makes its final determination and publishes it in the Federal Register later this year. While these rates are preliminary, past precedent indicates that the final rates will be similar to the preliminary rates.
The preliminary antidumping determination was not immediately available on Thursday. FEA will publish these rates (and the combined figures) as they become available.
