US Department of Commerce to Issue Its Final Conclusion on Anti-dumping Tax Evasion on Panels Imported From Vietnam in July

According to the VietnamPlus (5-30-23) and Vietnam’s Ministry of Industry and Trade’s Trade Remedies Authority, the US Department of Commerce (DoC) has recently announced that it will extend the deadline for issuing its final conclusion on anti-dumping tax evasion investigation into plywood imported from Vietnam. Accordingly, the DoC plans to issue the conclusion on July 14th. This marks the eighth time the DoC has extended the deadline.

Previously, the DoC had said that the preliminary conclusion of the case would be on July 25, 2022. The DoC said that plywood imported from Vietnam into the US, which has cores using peeled boards imported from China, would be subject to the anti-dumping and anti-subsidy tax as applied to plywood imported from China. On the other hand, plywood from Vietnam, which has cores using peeled board manufactured in Vietnam or in other countries, would be exempt from the tax.

The DoC allows Vietnamese enterprises that cooperated in the investigation to self-certify that they do not use Chinese materials so as not to be subject to the anti-dumping and anti-subsidy taxes. According to calculations by the sector, the number of enterprises participating in self-certification accounted for 80% of Vietnam’s exports during the investigation period, VietnamPlus says.
