Swinerton and Timberlab Top Out New Mass Timber Factory in Millersburg, OR

Swinerton and its mass timber subsidiary Timberlab announced that they have topped out the firms’ 192,000-square-foot CLT manufacturing facility in Millersburg, OR. The project—dubbed “Independence Hall”—broke ground in February and is scheduled for completion in 2027.

The plant will be one of the largest CLT manufacturing sites in the US, Swinerton said. The facility is expected to produce 7–9 million square feet of CLT annually in thicknesses ranging 2–12 inches. At full capacity, Swinerton anticipates adding about 100 jobs.

Crews used glulam in a tightly coordinated installation process that took place over five months. According to the release, workers installed:

  • 192,000 square feet of glue-laminated timber (GLT) roof panels
  • 240 GLT columns ranging from 32 to 45 feet tall
  • 260 GLT beams ranging from 90 to 110 feet long
  • 72,400 square feet of structurally insulated wall panels

The construction team also created a digital twin of the structure to accelerate installation. The model helped verify the CLT equipment layout, guide machining specifications for all GLT columns, and provide an Autodesk Construction Cloud VDC model for trade coordination, supporting just-in-time delivery of oversize GLT beams.

Swinerton noted that many of the materials were manufactured in Oregon, including Douglas fir, GLT produced at Timberlab’s Swisshome and Drain facilities, and CLT panels fabricated at Timberlab’s Portland plant.
