Senate Passes Bipartisan ROAD to Housing Act as Part of NDAA
On October 9, the US Senate passed the bipartisan Renewing Opportunity in the American Dream to Housing Act of 2025 (ROAD to Housing Act) as part of its version of the National Defense Authorization Act (NDAA), the National Association of Realtors (NAR) reported.
The legislation represents a federal response to housing challenges, aiming to address barriers that have made homeownership increasingly difficult. The bill outlines measures to expand housing supply, reduce development barriers, and open new pathways to ownership.
Key provisions include efforts to build more homes by cutting red tape and incentivizing communities to increase housing production; expanding access to smaller mortgages and improving appraisal practices; supporting innovation in manufactured and modular housing; and permanently authorizing disaster recovery programs that integrate resilience and insurance protections.
The NDAA now moves to the House.
